Carolyn is an Associate Attorney with TLP, joining the Firm in September 2017. Carolyn assists clients in the telecommunications industry on a range of transactional, regulatory, and compliance issues before the Federal Communications Commission and state and local regulatory entities. She advises clients on a broad array of FCC rulemaking proceedings and regularly monitors and informs clients about developments in important pending proceedings. She is well versed in the FCC’s universal licensing system and other FCC databases, and has extensive experience in researching communications and other legal issues.
Carolyn is a graduate of the American University Washington College of Law, where she was the Executive Communications and Development Editor of the American Bar Association’s Administrative Law Review and the President of the Communications and Media Law Society. Carolyn previously completed several internships in the telecommunications field, including a summer associate position with TLP, and specialized her study in administrative, corporate, and communications law and policy. She is also a member of the Federal Communications Bar Association, and continues to mentor students interested in pursuing careers in telecommunications.
Recent, Representative Matters:
Assists clients in navigating a variety of wireless issues including spectrum licensing and acquisitions, universal service and Mobility Fund, infrastructure buildout and deployment, the Open Internet proceeding, and other broadband-related matters.
Advises several clients in the television and radio broadcast industry regarding regulatory compliance and filings, transactional matters, and broadcast policy issues.
Advises clients on national and state-level emerging technology and Internet of Things policies and legislation.
Fun Fact: Carolyn played the violin and viola for 15 years before hanging up the strings to focus on getting into law school one day.
